The Philadelphia Security Officers Union (PSOU) is, has been, and remains the only labor union created by, run by, and representing exclusively security officers in the Philadelphia area. This is important because the National Labor Relations Board (NLRB) has decreed, in section 9(b)(3) of the National Labor Relations Act (NLRA), that security officers do have the freedom to be in a labor organization that represents only security officers.
As the NLRA describes it, the NLRB “shall not decide that any unit is appropriate for such purposes if it includes, together with other employees, any individual employed as a guard to enforce against employees and other persons rules to protect property of the employer or to protect the safety of persons on the employer's premises; but no labor organization shall be certified as the representative of employees in a bargaining unit of guards if such organization admits to membership, or is affiliated directly or indirectly with an organization which admits to membership, employees other than guards.”
Here, it is the mention of “other employees” and “employees other than guards” that’s critical. In simpler and more direct terms, this means that the PSOU’s one and only concern, sanctioned by the NLRB, is the welfare and well-being of the brotherhood of those in our field, and excludes others not involved in security only.
